But as the system of paying a Colonial Chaplain of the Church of England has existed for so many years, and as some of the Officials who have been appointed from England have doubtless come here in the expectation of receiving the gratuitous services of a Government Chaplain, I should not recommend its discontinuance.
I cannot entirely agree with Bishop Burdon in thinking that the cases of Hongkong and Shanghai are identical, inasmuch as a considerable proportion of the Church of England community in Hongkong is made up of Government Officials. The principal of providing gratuitous medical assistance for most of those Officials is recognized by the state, and it may be argued that they are also entitled to gratuitous religious services.
I have sounded some of the leading Chinese, as they represent more than nine-tenths of the tax on the subject, and I find they have not the slightest objection to the present system, nor to any grants for religious purposes that Her Majesty The Queen may approve of.
